The Norwich Arts Council was formed in 1987 to cultivate the region's appreciation, understanding and enjoyment of the Arts by providing cultural enrichment through diverse visual, literary and performing arts programs and events. To that end, it has adopted the following goals:
1. To provide cultural enrichment to its service region through a diverse selection of artistic programming;
2. To increase the number and diversity of cultural activities in our communities and to broadly publicize them;
3. To foster an appreciation for the work of local and regional artists and provide opportunities for them to present their work;
4. To cultivate development of the Chelsea Arts District;
5. To involve the youth of the community in the Arts and to stimulate and encourage the development of their creativity;
6. To be a regional resource for the Arts.

The Norwich Arts Council Gallery and Office is located at 60 Broadway in Norwich, just south of Norwich City Hall. Parking is available on Broadway and adjacent streets. The Donald Oat Theater is located at 62 Broadway (3rd floor). Parking is available on Broadway and adjacent streets. There is no elevator. Handicapped/street level access to the theater is located just behind 85 Church Street. For this entrance park on Church Street, or in the Peoples Bank lot.
FROM HARTFORD: If you are coming from Hartford, take Route 2 into Norwich, turn right at Backus Hospital and stay on Route 2/Washington Street until you get to the waterfront area (Look for the triangular 'Flatiron' building on the corner, and a former Dunkin Donuts in front of you; there will also be a group of antique apartment buildings on the right as you go up the hill). Take a left at that light up onto Church Street (directions to City Hall), and as you come over the top of the hill, the back entrance to the theater will be on your right for use by handicapped or mobility-challenged patrons. Otherwise, come down to the intersection, keeping right, and you are on Broadway.
The Theater is on your immediate right. Keep left and you'll see the Norwich City Hall parking lot, which may have parking available during the evenings and weekends.
FROM NEW LONDON: Come north on Route 395, take exit 80 (Downtown Norwich). At the bottom of the exit ramp, turn right on West Main/Route 82. When you come over the bridge, stay in the middle lane. Follow signs for City Hall - through the light and up Church Street. Rest same as above.
NOW OPEN: The NAC Gallery, Two - offering display space for regional Emerging & Community Artists. For more information, contact the NAC Co-op Gallery (right next door) at 860-887-2724.
